Asiwaju Tinubu is said to have one to his name as party leader. The brand of the bullet proof cars is identified as Toyota Prado Jeep.The cost of each jeep- including handling, registration, insurance and other fees- is two hundred million Naira. The three jeeps are valued at six hundred million Naira. This is double the amount spent by Ms Stella Oduah in the current bullet-proof jeep scandal.The three automobiles were reportedly bought for Asiwaju Tinubu and Governor Fashola on grounds of 'security'.Insiders say that the two political figures have not gone public with their jeeps for fear of attracting public anger.The Osun state governor is also reported amount 6 other APC governors that have their names to the Bulletproof car. N255m Car Scandal: Stella Oduah, NCAA Officials Risk 10-year Jail For Violating Budget, Procurement Laws

If Nigeria’s anti-corruption authorities would, for once, punish violators of federal budget and procurement laws, then aviation ministry officials involved in a scandalous purchase of two armour-plated BMW vehicles at an inflated cost of N225 million, would be facing charges leading from three to 10 years in jail.Our sources can authoritatively report today that the multimillion contract that has sparked anger across the country was never listed or approved in any government budget as required by law, neither was it openly advertised or bided for. The contract was not listed in the budget by the Nigerian Civil Aviation Authority, NCAA, the agency compelled by the minister to make the purchase; and was not listed by the Federal Airport Authority, FAAN or Nigerian Airspace Management Agency, NAMA.The ministry’s own budget too, had no plan to purchase any car for the minister, or other officials. Spending public funds on unbudgeted projects attracts three years in jail and a fine of N100, 000 the Corrupt Practices and Other Related Offences law stipulates. Also, contracts involving public funds without due procurement processes- basically open advertising and bidding- draws a minimum of five years, and a maximum of 10 years in jail, the Public Procurement law says.A spokesperson for the Independent Corrupt Practices and Related Offences Commission, Folu Olamiti, said the anti-graft body would make its position on the matter known later. A representative for the Bureau of Public Procurement, said the “law was clear” on this case. He did not want to be named because he was not authorized to speak.After its initial denial of a contract that has shocked a nation with majority of its population poor, the ministry of aviation, on Sunday, admitted that two reinforced BMW sedans had been purchased for Mrs Oduah at the total cost of N255 million, a sum enough to deliver at least five of such cars. Joe Obi, Special Assistant on Media to the Minister, said the cars were to protect Mrs Oduah from “imminent threats” bred by the minister’s purported radical reforms in the aviation industry, the Punch newspaper reported.“When she came on board as the minister, she inherited a lot of baggage in terms of concession and lease agreements in the sector, which were clearly not in the interest of the government and people of Nigeria,” Mr Obi said. “And so, she took bold steps and some of these agreements were reviewed and some were terminated, and these moves disturbed some entrenched interests in the sector, and within this period, she began to receive imminent threats to her life; therefore, the need for the vehicles.”Mr. Obi did not elaborate on the processes leading to the procurement of the cars, whether it followed due process or not; or why the minister chose to mandate an agency under her supervision to deliver the cars, or still, why the contract was directly awarded to Coscharis Motors-the company that supplied the cars- in breach of government procurement laws.But sources confirmed that the agency’s budget, which is not usually open to the National Assembly for appropriation, had no provision for a car, or more, for the minister. This paper has also established why the aviation minister, Mrs Oduah, possibly opted for the NCAA, out of the six offices under her regulation, to bankroll the exotic vehicles.NCAA’s secrecy Of the six offices under the ministry, NCAA is the only fully self-sustaining organization with no kobo provided by the government for its operation. All the funds used by NCAA are internally-generated, from charges on airlines, passengers and fines etc, as stipulated by the Civil Aviation law, setting it up.The FAAN and NAMA, are also as revenue generating agencies. Government agencies under such arrangement, illegally spend their revenues without the approval of the National Assembly, and usually refuse to disclose their budgets. Although believed to be in hundreds, offices officially listed by the government in the Fiscal Responsibility Act as revenue-generating total 31.They include big spenders such as Central Bank of Nigeria, CBN, and the Nigeria National Petroleum Corporation, NNPC. With the title, comes a somewhat self-imposed privilege of maintaining secret budgets, in the belief that since they source their own funding, they should not be appropriated for.That claim has irked Senators and House of Representatives members for years, and the lawmakers have repeatedly threatened not to pass federal budget until the 31 agencies make open their spending proposals yearly. The legislators accuse the agencies of violating the constitution and the Fiscal Responsibility Act, which makes it mandatory for all spending be approved by the National Assembly.The two arms of the National Assembly are currently pushing amendments to compel the 31 agencies to make their budgets public. It is the secrecy that has predictably helped NCAA and others spend freely with little or no oversight, lawmakers say, making the NCAA the likely choice for the controversial and unapproved car purchase contract.Between 2009 and 2012, the agency raised N35.3 billion, and spent all of that on its internal needs, according to the National Assembly Budget and Research Office. The research office predicted that NCAA will raise N10.6 billion in 2013, and if allowed, will fritter all on operational cost. The cars purchased for the minister came from the 2013 revenue.

Nigerian Army seeks ties with US Army on flood management

Nigerian Army Corps of Engineers is to visit the United States Army Corps of Engineers, USACE, later this month to work out modalities for collaboration in flood management and control.The Commander Corps of Engineers, Major General FS Owonibi, who disclosed this during CCE’s Third Quarter Conference held at 82 Division Dragon Officers’ Mess, Enugu, said the delegation would work out modalities with the USACE in dredging.Owonibi who is expected to lead the team added that other areas of interest include courses and specialized trainings for their personnel.He assured that he would continue to support their personnel to attend local and foreign professional seminars “to further build capacity in relevant engineering and related field”.He disclosed that the Chief of Army Staff, under the directive of President Goodluck Jonathan, established 7 Division Nigerian Army and 47 Div Engrs in Maiduguri to strengthen the ongoing fight against Boko Haram terrorists in the North Eastern party of the country."">He further stated that the corps had in turn deployed many soldiers under 47 DE in support of the division.The Nigerian Army Engineers boss averred that the troops were fast settling down and to some extent operational.He disclosed that to ensure the Divisional Operational Efficiency, the Chief of Army Staff tasked the corps to fabricate containerised accommodation for troops deployed at “FOB in Maiduguri”.He stated that currently, 4 units of the containerized accommodation capable of sheltering 2 platoons have been constructed and delivered while 2 more sets were being built.Earlier in his address, the General Officer Commanding the 82 Division, Major General Adebayo Olaniyi applauded the initiatives of the Engineer Corps Commander.He thanked him for choosing 82 Div as the venue of the Conference.General Olaniyi further lauded the achievements of the Corps in the last eight months especially its support to Nigerian Army Operations in the North East as well as aid to civil authorities.

The President's Convoy Rescues Accident Victims on Lokoja- Abuja Highway

The advance team of President Goodluck Jonathan’s entourage, returning from Ado-Ekiti on Sunday rendered emergency rescue services to accident victims on the Lokoja-Abuja highway, witnesses say.The News Agency of Nigeria, NAN, reported that the accident, which occurred at Okpu village, few kilometres after Lokoja, involved two cars carrying 11 people.A Nissan Almera car with registration number AH 47 KAA going to Lokoja and a Honda Accord model with registration number BG945BWR en-route Abuja, were involved in the accident.The two vehicles had a head-on collision with serious impact, causing varying degrees of injury to the occupants of the vehicles.The accident occurred few minutes before the presidential motorcade came by the scene, NAN reported. Mr Jonathan was in Ekiti state over the weekend on an official visit.As the convoy arrived, the president’s security team rescued victims trapped in the two cars.The front door of the passenger seat of the Nissan car was axed before a middle aged woman, who was inside, could be rescued.The medical team, led by Dr Aliyu Usman of the State House Clinic, rendered emergency medical treatment to the victims, aided by two nurses.Later, a team of the Federal Road Safety Commission, FRSC, led by one Mohammed Haruna, arrived the scene of the accident about 30 minutes into the rescue operation.The victims were taken to the Federal Medical Centre, Lokoja, in an FRSC rescue van for further medical attention.An eye witness, Aliyu Sadiq, said that the accident was caused by speed, dangerous driving and the poor state of the road.The eye witness, who is a commercial bus driver, said he plied the road on daily basis, and that there was hardly a day that an accident is not recorded on the road.

Lagos State Governor, Mr.Babatunde Fashola, has tasked the Nigeria Customs Service (NCS) and  the Nigeria Police to enforce existing laws to prevent unauthorised importation and storage of firecrackers.  

He also swore in Mrs. Oluseyi Josephine Williams as the seventeenth Head of Service in theState Public Service, noting thather emergence “represents a newparadigm” in the appointment topublic offices.   But the governor called for theintervention of the police andcustoms service at the StateHouse, Alausa after receiving areport of a tribunal set up onFebruary 18 to investigate the rootcauses of firecracker explosion,which claimed at least one live,razed twelve houses and destroyed eleven vehicles.He said the state government hadintensified partnership with themen of the Nigerian Customs andthe Nigerian Police Force toensure greater enforcement of theexisting laws to prevent andcontrol unauthorised importationand storage of fireworks in thestate and forestall avoidable fireaccidents.   The governor said after thesubmission of the report, there “ismore work to be done on our parton the report submitted by thetribunal.   We will look into thecontent of the report, accept whatwe are able to accept and issue awhite paper to declare the partsof the report that have beenaccepted by the government.”   “Due to the nature of the report,we will immediately set up acommittee that will include thenewly Head of Service (HOS), Mrs.Josephine Williams to lookcritically into the report in orderto assist the state government topresent a white paper on thesubmitted report,” he explained.   Giving insight into the report,Chairman of the tribunal, JusticeSunday Ishola, recommended thatthe state government shouldlegislate on a new law that wouldcontrol the storage and use of fireworks within the state.  He explained thatthe report “willforestall future occurrence.The law should also specify the date and location where fireworks can be used.   This law is distinct from thelaw on the control of importationfireworks under the exclusive act,Cap E18 of 2004, which is a federallaw.”   “The panel received a total of 18memoranda.  15 witness summons were issued and served on witness to testify before the tribunal.   Evidences were taken from 34witnesses.   And the tribunal visited the site to get on the spot assessment of the extent of damage cause by the fire,” the chairman added.   On the appointment of the newhead of service, Fashola said theappointment is a bigger callingand urged all concerned to helpher keep the oath of her office bypraying for her and not puttingpressure on her.   He said the new head of service“has heard her take oath fromtoday that she will place publicinterest above her personal interest.   She must refrain from those things as she has also sworn before God in our own presence that she will not act in any manner that is in conflict with the oath she has taken before God in our presence.”   The governor therefore wished Williams all the best of luck as sheleads the public service of LagosState, saying the hours will belong but that even the outgoingHead of Service, Prince AdeseyeOgunlewe can testify that there wards are enduring.

Cost Of Stella Oduah’s N255m Armoured Cars Massively Inflated; Coscharis Keeps Mum

There are indications that the cost of the bullet proof BMW vehicles, purchased for Stella Oduah, Nigeria’s Aviation Minister, may have been inflated, checks have revealed. Efforts to get Coscharis Motors, the supplier of the controversial vehicles to disclose the actual cost of a BMW Li 766 were not successful. Phone calls and e-mails to the company were not responded. PREMIUM TIMES also contacted BMW to verify the cost of an armoured BMW Li 766 car. The company said it had forwarded the request to the relevant department for assessment and had not responded as at press time.But checks at various online auto dealers gave a glimpse into the cost of the vehicle. At Freedom Global Cars, a world class supplier in the global sales of both luxury and armoured vehicles, a Sapphire black 2012 BMW 760Li High Security car costs £265,000 – including VAT – (about N64m).The purchase of the cars had brought the aviation ministry into public scrutiny and condemnation, with civil society groups and some aviation stakeholders calling for the minister’s resignation. J.D Nkemakolam, the official of the Nigerian Civil Aviation Authority, NCAA, who was involved in the purchase of the cars refused to respond to PREMIUM TIMES enquiries. “I cannot talk to you on an information that is already in the public domain.I am a public servant,” said Mr. Nkemakolam, a former Acting Director General of the NCAA. Fan Ndubuoke, NCAA’s Spokesperson, also refused to comment on the new vehicles whose purchase has generated a lot of controversy. “I can only tell you that cars were bought by the NCAA for directors and general managers.I wouldn’t know who got what. And it was well publicised,” Mr. Ndubuoke said. “I don’t know how many cars that were bought. I don’t know anything about the cost of any car. Such questions are outside the NCAA, they should be directed to the minister. I can’t speak for the minister,” Mr. Ndubuoke added. The New York based online newspaper, Sahara Reporters had exposed how Mrs. Oduah allegedly compelled the NCAA, an agency under her supervision, in a presumed case of corruption, conflict of interest, and abuse of office, to procure the cars for her with public funds.The newspaper supported its report with documents of the procurement, a revelation aviation authorities initially attempted to dismiss as “rumours” but were later forced to admit under intense pressure. Reports showed how the transaction for the purchase of the two BMW vehicles began last June, and the request for delivery of and payment for the two vehicles fast-tracked between August 13 and 15.The transaction involved the NCAA, First Bank of Nigeria, and Coscharis Motors Limited. In a letter dated August 13, 2013, Mr. Nkemakolam sent a letter to the Managing Director of Coscharis Motors asking the company to deliver two BMW 760 armoured vehicles to the agency based on a pro-forma invoice dated June 25, 2013 at the cost of N127, 575,000 ($796,846.21) each.The total amount for the two black BMW Li HSS vehicles, with chassis numbers WBAHP41050DW68032 and WBAHP41010DW68044 respectively, was N255,150,000, or $1,593,687.31. The NCAA’s letter further directed Coscharis Motors to deliver the vehicles with sales invoices, delivery notes, and attestation documents.

President Goodluck Jonathan today at the local wing of the Nnamdi Azikiwe International Airport, Abuja, flagged off the 2013 Christian Pilgrimage with over 300 FCT pilgrims.

Jonathan represented by the Senate President, David Mark, reminded the intending pilgrims that pilgrimage is a spiritual journey for all believers and urged them to take all their activities with all seriousness."Holy pilgrimage is not a jamboree and must not be taken as such. Nigeria is facing a lot of challenges that requires the support of all citizens for the challenges to be addressed."Mark stressed that, Nigeria needs both political and moral transformation, "and this must be your major preoccupation in the holy land."We must therefore wear our amour of faith as we embark on this journey and seek for genuine prayer and reconciliation for our country," he said.Mark urged all Nigerians not to be intimidated by the insurgency and other challenges confronting the nation, assuring them that God would intervene at the appointed time.Executive Secretary of the Nigeria Christian Pilgrims Commission, NCPC, John-Kennedy Opara Opara said the Commission has been blessed to start the exercise earlier than scheduled. I'm prayoing that the exercise will further strengthen my faith," said Adejokun."My prayer points are already written for myself and Nigeria. I'm optimistic that there will be changes refarding them," Kure said.

Killing PDP Should be a National Priority-Dr Junaid.

A Second Republic parliamentarian, Dr. Junaid Mohammed, has urged Nigerians to ensure that the Peoples Democratic Party does not survive.In a telephone interview with SUNDAY PUNCH, Mohammed, who is the national coordinator of the Coalition of Northern Politicians, Academics, Professionals and Businessmen, said ‘killing’ the PDP should be a national priority, not the proposed national conference.He described PDP as a party full of contradictions, which has failed to deliver on its promises in the past 14 years.He said, “PDP is so full of contradictions. If PDP is allowed to survive, democracy would be sacrificed in Nigeria. I believe that there will never be democracy in Nigeria until the PDP is destroyed; whether it is destroyed by external forces or it is destroyed by its own internal contradictions, by which it is made to implode.“There will no democracy; no peace and security in this country until the PDP is destroyed. It is the responsibility of any patriot to ensure that PDP is encouraged to destroy itself. Once we do that, we can now start asking fundamental questions.”He said the proposed national conference will not yield results if the PDP remains in power.“When a party has failed to deliver on its own promise, I think it’s only fair for it to be allowed to die,” he said.Mohammed also dismissed insinuations that the crisis in the PDP was a northern agenda. He said the crisis was bound to happen, because of the wrong philosophy of the party.He also accused PDP of abusing power and causing division in the country.Mohammed said, “I’ve never respected the political philosophy of the PDP. It’s all mantra; zoning and rotation, because they are not actionable. The system of zoning and rotation is so full of contradictions and it is simply unworkable in a country such as ours.“Instead of making our contextual problems more manageable, it has made our country worse. Now, every Nigerian thinks of his region, zone, state, local government and even within the local government areas, people are talking about separate wards. To the PDP, power is something to be abused. When it is your turn, you abuse power and then it must be my turn some day to assume power and abuse it.

Fake LUTH doctor nabbed by the police

 The Lagos State Police Command on Thursday October 18th paraded a 40-year-old man, Adeyemi Stephen Akintolure (pictured above), a suspected fake medical doctor, who claimed to be a staff of the Lagos University Teaching Hospital, LUTH, with card No. 13541, identifying him as a surgeon and gynaecologist.He said he is from Ondo State, studied Marketing at Obafemi Awolowo University, Ife, as a part-time student and graduated in 1997.The fake medical doctor was said to have fraudulently obtained N500,000 from one Joy Umosekhaimhe of 2, Adesanya Close, Ifeko-Gbagada.Akintolure, who said he uses the wife’s car as a mobile clinic, said the money in question was borrowed from Umosekhaimhe, adding “actually, it was not N500,000. It was N260,000 she lent me to use for my brother’s ailment.”According to Akintolure, “I have not treated more than 10 people. I just treat them for malaria and typhoid and I also give injections too because of my experience at Rivic Hospital at Akure.”When asked how he got the identity card, he said he got it from a business centre and that the computer operator signed it for him.He said that he charges between N3,000 and N4,000 per patient, adding that his wife was not aware of his trade.Police Public Relations Officer, Deputy Superintendent of Police Ngozi Braide, said she received a petition at the area H Police Command Headquarters, Ogudu, on July 19, that one Adeyemi Stephen Akintolure obtained N500,000 from one Joy Umosekhaimhe.Braide said that a letter was written to LUTH on July 23 to authenticate Akintolure claims of being a staff.She said: “On October 10, LUTH replied that the suspect is not an employee of the hospital and was not issued the identity card.“In view of the revelation, the suspect confessed that he is not a medical doctor, but has been practising for about four years, using his wife’s vehicle as a mobile clinic.”She said his house and vehicle were searched and drugs, injections, syringes and laboratory coat were found.

NCAA Car Sandals and the Noise Makers

In January this year the Channels Television broadcast disturbing stories on the dilapidated state of the Ikeja Police College. Embarrassed by the disclosure President Jonathan paid an unscheduled visit to the college.The authorities decided to sack the Police Commissioner in charge of the college for allegedly allowing the Channels Television  expose. We dared the authorities to remove the police officer. However, sanity prevailed. The plan was dropped while the renovation of the college was approved.Having not learnt any lesson from the shameful episode, the federal government is currently lookking for those who leaked the story of the scandalouus amoured cars for the Aviation Minister, Ms Stella Oduah.Having not challenged the story on the N225 million armoured vehicles the threat to deal wit the whistle blowers credited to Captain Fola Akinkuotu, the Director General of the Nigerian Civil Aviation Authority (NCAA) is the  height of official insensitivity, arrogance and  impunity. The aviation minister and her cohorts who should have been fired by President  Jonathan have the timerity to insult Nigerians by threatening to deal with those who leaked information on their criminal activities.Since Captain Akinkuotu has not been properly advised in the circumstance he should be told that by virtue of section 39 of the Constitution the citizens of Nigeria, in and outside the public service, have the fundamental right to  freedom of expression including the right to  disseminate information on public affairs.As far back as 1983 the provisions of the criminal code pertaining to sedition had been declared illegal and unconstitutional in  Arthur Nwanlkwo v The State. In that historic case the late Olatawura JCA (as he the was) cautioned public officers thus:“Those who occupy sensitive posts must be prepared to face public criticisms in respect of their office so as to ensure that they are accountable to the electorate. They should not be made to feel that they live in an Ivory Tower and therefore belong to a different class. They must develop thick skin and where possible plug their ears with cotton wool if they feel too sensitive or irascible. They are within their constitutional rights to sue for defamation but they should not use the machinery of government to invoke criminal proceedings to gag their opponents as the freedom of speech guaranteed by our Constitution will be meaningless.”Indeed, in addition to the guaranteed freedom of expression, access to official information has since been been liberalised under the current political dispensation. Thus by virtue of  the Freedom of Information Act, 2011 hoarding or hiding of information in the custody of the government has become a criminal offence. Incidentally, it was the  Jonathan Administration which enacted the Freedom of Information Act.Specifically, section 1 of the Act provides that the operation of the law shall be without prejudice to the Official Secrets Act. Therefore,  gone are the days when public officials could  be intimidated or sanctioned for leaking information  designed to expose corruption and abuse of office.In the case of Dododo v Economic and Financial Crimes Commission (2013) 1 N. W.L.R. (pt 1336) 468 the Court of Appeal held that  a tax payer who is aggrieved by corrupt practices or misappropriation of public funds cannot be described as a busybody or meddlesome interloper. Since the whistle blowers in this case are civil servants who tax payers they cannot be sanctioned for performing their patriotic duty.In the light of the foregoing the Aviation Minister and the NCAA management should be removed for engaging in grave economic crime and for exposing the federal government to ridicule. Since the whistle blowers have not committed any offence known to law they should ignore the provocative threats of Captain Akinkuotu. Edo state governor, Comrade Adams Oshiomhole has signed into law, the bill which prescribes death penalty to kidnappers.The law which is an amendment of the Edo state kidnapping law also prescribes that any premises used by kidnappers will be demolished.Governor Oshiomhole has recently been in a dilemma on whether the death penalty should apply to kidnappers who commit murder during the act and those who do not. Today, he declared that the death penalty applies to all acts of kidnapping whether it involved murder or not, while calling on youths to desist from the criminality as an excuse for unemployment.Some of the suspects paraded by the Police in Edo state earlier this week may face the death penalty if found guilty of the crime courtesy of the Bill just signed into law by the governor.The Governor appealed to parents and guardians to be wary of the activities of their wards as criminality should not be an excuse for unemployment. The governor also assured that no special tribunals will be set up to try cases of kidnapping, as that is a feature of the military era. This he said to relieve concerns over the slow judicial system in Nigeria.It will be recalled that Human Rights lawyer, Mike Ozekhome (SAN) urged government to grant amnesty to kidnappers, after being a victims of these kidnappers whiule on his way to his home country in Edo state.

Edo State Governor hosted Dilish Matthew of BBA 2013

BBA winner Dillish Matthews and her Namibian best friend who also contested in BBA Maria Nepembe (pictured above) are currently in Nigeria. They came in quietly into the country a few days ago and went straight to Benin were they were hosted by Governor Adams Oshiomhole. You will recall that while in the BBA house, Dillish used to call on Gov Oshiomhole and other Nigerian rich men like Dangote to bless her with money and change her life. Well, God changed her life by making her the winner of the 2013 Big Brother Africa competition and Governor Oshiomhole, I hear, made her richer after her courtesy visit.

Aviation Minister is not a Politician.

The Senate President was to drop that toga of a statesman for the dazzling apparel of a politician when he, David, startled everyone by recording a volte-face on the issue, as though preparing the way for the equally sudden act of his friend, Jonathan, the President of the Federation, on the same issue.

The futility of a National Conference of any kind was very clearly described by none other than Senator David Mark, President of the Senate, recently. It was consistent with his normal views readily expressed on previous occasions. It made good sense.

The country already has a sophisticated legislative structure that could review the extant Constitution. Why waste time and resources by creating an exercise that could only remove from the value of a coordinated effort by the elected representatives of the people?

But the Senate President was to drop that toga of a statesman for the dazzling apparel of a politician when he, David, startled everyone by recording a volte-face on the issue, as though preparing the way for the equally sudden act of his friend, Jonathan, the President of the Federation, on the same issue.

However, Senator Femi Okunrounmu, in his own right, must be accounted a Nigerian politician, and that is not meant as a compliment. The qualification of “Nigerian” in that context, is meant to convey the qualities of insincerity, disingenuousness and other unsavoury traits associated with most of the actors in our political arena today.

He, more than most of those who are now involved, and even those who have been connected with the agitation for a Sovereign National Conference for a long time before now, must appreciate that what is being offered with all the noise and clamour is very far from the real thing. And yet Mark with how much glee he accepts and hangs on to it as the Chairman of the Presidential Advisory Committee on National Dialogue/Conference. It is with the alacrity with which a monkey intercepts the passage of a banana tossed at it, and that from the hand of a man for whom he had earlier expressed nothing but the lowest contempt. President Goodluck Jonathan, Senator Okunrounmu had described earlier, as man who didn’t “have a clue”. Has the good senator’s sudden appointment now instantly made the President a hero? That alone introduces a hollow sound to the entire project.

But Okunrounmu is not alone. There are other past stalwarts for the “sovereign” brand of the national conference who have expressed little surprise at the unexpected presidential turnabout and a resentment of the removal of the “sovereign” tag. Some of them, highly-respected citizens and social critics, wearily embrace the change in policy and seem to hope for the best.

Their opinion is quite tenable in a sense: “it is better to jaw-jaw than to war-war”; “if we could sit down and discuss the issues that beset us, we are sure to find solutions to them”; “we have to sit down and talk”. These cliches reverberate down the corridors of futile history. They sound as tame as the lame measures they have always been. It is not always better to jaw-jaw with opponents who would rather pop-pop at you with AK 47 than jaw-jaw with you.

We sent delegates to Aburi (remember?) and sat down to find solutions to our problems, and then still came back home to war-war. All of which sums up to imply that we do not necessarily have to sit down and talk anyway, since we already have people whom we have chosen to do exactly that for us in our legislative houses.

But we prefer to sit on clouds of platitudes which can neither sustain our hopes nor fulfill our desires in beneficial precipitation. Look at the so-called dialogue/conference all over again. The Advisory Committee is yet to arrive at a suitable name for it, in the first place.

That would be after they have decided whether it is a conference or a dialogue. What parameters would be employed to select the delegates? Would they be nominated like members of the Advisory Committee?

It is expected that they would be representatives of the so-called geo-political zones. It may not be pessimistic to point out at this time, that each of those zones contains ethnic units that are not looking in the same direction on some crucial issues. They may have to get their acts together through a preliminary “dialogue/conference”. And then, there was the aspect of ratification which the President has now mercifully cleared up and, with it several other issues.

It would appear that no plebiscite is envisaged to consider the recommendations of the dialogue/conference. The results, according to the President, will be passed on to the National Assembly and would be — or should be — incorporated into the efforts of the legislators at amending the Constitution. WHICH BRINGS US BACK TO “SQUARE ONE”!

In the mean time, our thoughts would have been diverted from serious issues of national import—the threatening breakdown of the political establishment that is the foundation of our democratic functions as a country; the progressive disintegration of our higher education institution; the dwindling effectiveness of our security organization — in short, the corruption of the space we need to programme our governance machinery to be productive according to our will.

Now the politicians can breathe more easily. They are still in full control. When the populace is through with the wild goose chase, they will still find the honourable members waiting. The strategy will, of course, be unravelled by time. It may seem too distant at this time to establish the connection with the cloudy road to 2015 but, if we must repeat, that is the only game in town.

Not a politician

Princess Stella Oduah, the Minister of Aviation, is definitely not a politician. She is not even a diplomat, either. The way in which she lashed out at some of her critics in connection with the recent air disaster involving Flight 361 of Associated Airlines betrayed a lack of adequate temperament for occupying a public position of ministerial calibre. Her language was not exactly lady-like, and that is what she is first of all.

Unfortunately, however, the critics were basically unfair. She had little or no responsibility directly with the crash of the hapless aircraft. A minister is not accountable for what happens in the cockpit of every aircraft in his or her country.

A minister’s commitment is to the execution of policy, not with operations. There was a female Minister of Works who visited a bad road under repairs, fashionably turned out in shocking pink overalls which some wag swore was designer made.

(And indeed it hugged the essential contours of her luscious shape in a most fascinating manner.) It left no mark on the dilapidated condition of the road, though the personal concern touched the sentimental core of some readers of the newspaper in which she appeared. The necessary operations were to be performed by the experts who didn’t for months, while the Minister sweetly bore the blame from the ignorant critics.

That is the way to deal with them even when some of them are people who should know better, having occupied such positions before themselves. The preliminary report on the Associated Airline crash squarely put the responsibility on the operations of the plane. It is very grim. The rejection of operational advice from the equipment within the cockpit could only have been the work of the devil — definitely not the fault of the Minister. Now, I believe that a round of deserved apology is called for at this time, eh?

The Minister of Aviation can take solace from the fact that everything in our system goes back to our Oga at the top mentality. Both the good and the bad. A magnificent road is constructed between two villages, and it is the Minister who gets the encomiums.

The Super Eagles win a tournament, and it is the Minister of Sports who wins the accolade. So an aircraft has an accident, well, so the good direction of the Minister about the upgrading of airports has to be rubbished by our grief .

You must have heard it said that “time heals all wounds”. True enough, but “time also wounds all heels”, as Mr. Charles Taylor, erstwhile murdering President of Liberia, is now finding out in an English jail where he is likely to remain for the rest of his wretched life.

A former Head of State, Gen. Abdulsalami Abubakar, on Friday in Minna appealed to the Academic Staff Union of Universities to call off their strike in the collective interest of the country.

He made the call when he paid a Sallah visit to Governor Babangida Aliyu of Niger State in accompany with a former Head of State, Gen. Ibrahim Babangida.

Abdulsalami said the striking lecturers had made their points and should end the strike.

The News Agency of Nigeria reports that the strike which began on July 1 entered 110 days on Friday.

He said, “I appeal to everybody to give peace a chance. Let the striking lecturers sheathe their swords. The government should also resolve issues at stake as fast as possible. Just like former President Babangida said, I believe strike is normal all over the world.

“But in Nigeria, we are overdoing it; strike in advance countries is for hours or few days to draw attention to their (workers’) plights.”

Aviation industry stakeholders have criticised the purchase of two BMW 760 Li Series armoured cars for Minister of Aviation Princess Stella Oduah, by the Nigerian Civil Aviation Authority (NCAA).The two vehicles were reportedly bought for N127, 575, 000 each for the minister’s protection, following what her Special Assistant on Media, Mr. Joe Obi said were threats to her life because of her reforms in the aviation sector, which have dislocated and aggrieved some entrenched interests.However, the propriety of asking an agency to buy such expensive cars for a minister has been questioned. Some aviation stakeholders said the purchase of the cars is unnecessary, especially when NCAA is allegedly said to be behind in meeting many of its financial obligations. Some aviation workers’ unions claim that NCAA owes its workers arrears of allowances and is believed to have a backlog of important trainings for staff.However, NCAA director general, Captain Fola Akinkuotu, had said that NCAA was not broke and is meeting up with its financial obligations. Despite Akinkuotu’s defence, sources at NCAA revealed that some of the agency’s personnel, who are currently undertaking aviation training in Manchester, United Kingdom, embarked on the training with their own funds, with the promise by NCAA to reimburse them. NUATE demands probe, raises the alarm over rot in aviationThe Secretary General of the National Union of Air Transport Employees (NUATE), Comrade Abdulkareem Motajo, said that what was happening in the aviation sector now is not new, adding that the union had written several petitions on the alleged financial improprieties involving the Minister of Aviation. He insisted that Oduah should not only be removed, but be probed.He said, “What is happening is part of what we have been complaining about in recent time. What is going on today is unprecedented. A lot of things are happening. Somebody was talking about the diversion of N19.5bn Intervention Fund and somehow today, the security agencies are looking into that and the money has been traced to somewhere.“But who is investigating this particular one that is happening now? Nobody. My union has written a petition to the Senate President, Deputy Senate President, the Chairman, Senate Committee on Aviation over some of the ills happening in the sector. Till date, not even an acknowledgement has been received and if this thing continues like this, you can be rest assured that the sector is not safe and the industry is going to be looted continuously.“As we speak, none of the six parastatals has sent its staff for training. The parastatals owe months of such allowances and leave allowances have not been paid to staff.”Also, another aviation union leader, who craved anonymity said, “It is wrong that she is buying two bullet proof vehicles. What are they for? Are they for the industry or for herself?” ‘Minister yet to raise alarm over safety to life’However, the Executive Director of Centre for Aviation Safety and Research (CAS-R), Engineer Sheri Kyari said the purchase would be in order if the minister’s life is under threat and due process is followed in the transaction. “But if due process is not followed, the security agents should investigate the matter,” he added.Attempts to get NCAA’s spokesman to comment on the issue yielded no result, as he insisted he could not comment, since the Aviation Ministry had reacted to it.Apart from the two armoured vehicles, both NCAA and the Federal Airports Authority of Nigeria (FAAN), about four months ago purchased different brands of vehicles including Hilux pick-ups and Toyota Corrolla cars for their officials.FAAN procured the vehicles for managers ranging from Assistant General Managers and Deputy General Managers to General Managers and Directors. The Toyota Corolla brand of cars (2013 edition) was purchased for Assistant General Managers, Deputy General Managers and General Managers, while Land Cruiser Prado jeeps were purchased for Directors in the agency. LEADERSHIP Friday visits CoscharisWith respect to the price of the controversial cars, LEADERSHIP Friday sought out Coscharis Motors in Lagos, who supplied them. Coscharis Motors showed LEADERSHIP the pro-forma invoice issued to NCAA for the purchase of the cars. The invoice showed a unit cost of US$812,000 (N130million), but the invoice obtained by the online news site saharareporters.com showed a pro-forma invoice dated June 25, 2013 for the cost of US$796,846.21 (N127, 575,000) each.  Between the two invoices, there is a difference of $15, 153: 79 (N2, 424, 606. 40k). A sales clerk at one of Coscharis Motors outlets in Victoria Island, Lagos, who refused to be properly identified, told our correspondent that the amount quoted in the pro-forma invoice was indeed the amount customers pay for the car.“That is the amount we sell the vehicles to our clients, but the only thing we do is to give a discount of about N5m at the point of purchase,” she said.It was gathered that the armoured BMW cars came with all the fittings, which include leather interior; B6/7 BMW factory armoured with certificates (mines, armour, piercing bullets, side blast, fire attack system, gas attack system, forced oxygen system for gas attack); armoured glass (about 3cm thick); hard band blowout tyres and rims; run-flat tyres; armoured floor pan for mine protection; teargas sensors; emergency windscreen exit, and a V12 engine of 8 speed auto transmission with adaptable drive.  Checks reveal inflation by $844,000LEADERSHIP Friday online checks showed that the cost of the car varies according to features included. Van Vliet Personenauto, Germany, Ambassador Luxury & Exotic Cars, Florida in the United States and Al Ameer Motors of United Arab Emirates each put the maximum price of an armoured BMW 760 Li HSS at 234,000 Euros ($390,000, about N62,400,000). This is about half the unit price NCAA paid for the cars supplied by Coscharis Motors.  This indicates that the two cars were inflated by $844,000.Reacting to the development, a pressure group, the Coalition Against Corrupt Leaders (CACOL) accused the Minister of shirking her responsibilities of ensuring the safety of Nigerians. CACOL faults NCCA’s actionIn a statement made available to LEADERSHIP Friday, CACOL’s Executive Chairman, Comrade Debo Adeniran, said, “The chicken has now come home to roost. It is no longer surprising that the Minister could ascribe her incompetence to God. This is the NCAA that does not have enough funds to upgrade its equipment, send its employees for critical training and hire enough qualified hands.” Funds should have been channelled to reform aviation sector – SINAlso, another pressure group, Stop Impunity in Nigeria (SIN) Campaign, condemned the transaction, saying the funds used to purchase the cars should have been channelled towards reforming the aviation sector.The campaign described the purchase of the vehicles “at such ridiculously high price as gross and wanton waste of public resources”, describing it as “the worst form of impunity in the public finance management sector.”The SIN Campaign said, “It is obvious that the luxury of the matriarch of the Aviation Kingdom far supersedes the value and importance attached to human life in Nigeria.”It noted that the two questions begging for answers were whether the purchase of the vehicles was necessary and if so, whether they could not have been purchased for less.The campaign said it finds absolutely no justification whatsoever for the purchase of the cars, adding that its research showed that such vehicles are sold for less than 30 per cent of the claimed amount, suggesting underhand dealings in the purchase of the bullet-proof cars.  Lawyers demand probe, want Oduah to resignSimilarly, some lawyers who spoke to LEADERSHIP Friday called for an investigation of the transaction.Constitutional lawyer, Dr. Tunji Abayomi, in a telephone interview with LEADERSHIP Friday said the minister should resign because “she is not fit for public office. There is no legal backing of the action of the minister in our laws. Court discharged and acquits Chief Victor Osita Uwajeh

An Abuja High Court on Thursday discharged and acquitted  Mr Victor Uwajah on a 6-court charge against him by the EFCC on forgery and for parading himself as a staff of the EFCC with the intent to defraud unsuspecting members of the public.

Justice Ugochukwu Ogakwu , in his judgement told the court that, corruption in the course of this case  made him understood that, anyone fighting corruption, corruption will fight back through an individual or institution as this case had rightly showed.

Ogakwu , in discharging the accused person added that,the entire case for the prosecution was based on suspicion  as no direct direct creditable evidence  was lead against the accused person by the prosecution.


" I therefore find the allegation of forgery, extortion and impersonation in merit and the allegations of false document as not haven been prove beyond reasonable doubt by the prosecution.

"I found out that, through out the prosecution of this matter there was no petition written against the accused by any individual or group of persons he has investigated.  He said"


The court also express surprised at the prosecutor's belated attempt to withdraw count 5-6 relating to charge of  extortion of Cecila Ibru on the date of adoption of final written address.

Ogakwu , added that, the  withdrawal  should have been done at the earlier stage of matter before the prosecution closed its case.

It's recalls that, Uwajeh on or about the 28th of October 2009 in the Abuja division of the high court of the FederUwajeh was arraigned on a four count charge of forgery and for parading himself as a staff of the EFCC with the intent to defraud unsuspecting members of the public, an offence contrary to section 363 of the Penal Code Act Cap 532 Laws of the Federation of Nigeria, 1990, and punishable under Section 364 of the penal code Act.

 Uwajeh on the or about the 28th of October 2009 in the Abuja division of the high court of the Federal Capital Territory fraudulently used as genuine a forge document captioned “RE: CERTIFIED TRUE COPIES OF DEEDS ATTACHED” dated 28th October 2009 knowing same to be forged and thereby committed an offence contrary to section 366 of the PENAL CODE ACT CAP 532 LAWS OF THE FEDERATION OF NIGERIA (ABUJA) 1990 and punishable under section 364 of the same Penal Code Act.

 Uwajeh between the3rd of November 2008 and the 13th of January 2010 in the Abuja judicial division of the high court of the Federal Capital Territory made false complimentary cards of the Economic and Financial Crimes Commission with the intent to commit fraud and thereby committed an offence contrary to section 363 of the PENAL CODE ACT CAP 532 LAWS OF THE FEDERATION OF NIGERIA (ABUJA) 1990 and punishable under Section 364 of the same Penal Code Act

 Uwajeh between 3rd of November 2008 and 13th of January 2010 in the Abuja judicial division of the high court of the Federal Capital Territory fraudulently used as genuine forged complimentary cards of the Economic and Financial Crimes Commission knowing same to be forged and thereby committed an offence contrary to Section 364 of the Penal Code Act.
